ICE St. Paul arrested Pablo Tierrablanca-Tierrablanca, a 45-year-old Mexican national, after he was convicted of second-degree criminal sexual conduct involving a victim under the age of 14 in Minneapolis, Minnesota. He had been listed on ICE's "Worst of the Worst" wanted fugitives list prior to his arrest. Authorities urged the public not to attempt apprehension and to contact ICE immediately with any information regarding his whereabouts.

Roberto Carlos Munoz, a Guatemalan national illegally present in the United States, was federally charged after assaulting an ICE officer during an immigration enforcement stop in Bloomington, Minnesota. When officers attempted to remove him from his vehicle, Munoz put his car in drive and dragged an ICE officer approximately 50 to 100 yards down the street, hospitalizing the officer. Munoz had been convicted of felony sexual abuse of his 16-year-old stepdaughter; local authorities had declined to honor ICE detainer requests since 2013, allowing him to remain free.

Roberto Carlos Munoz, a Guatemalan national illegally in the United States, was arrested after refusing to exit his vehicle during an immigration enforcement stop in Bloomington, Minnesota, then dragging an ICE officer approximately 50 yards when he attempted to flee. The officer was hospitalized but is expected to make a full recovery. DHS noted that Munoz has a criminal history dating to 2010, including sex crime convictions against a minor and domestic assault, and that ICE had lodged a detainer on him since 2013 that local authorities did not honor.

Two men convicted in connection with a human smuggling operation were sentenced in Minnesota after a family of four from India — Jagdishkumar and Vaishaliben Patel and their children, ages 11 and 3 — froze to death near the Minnesota-Manitoba border in January 2022 during a blizzard with wind chills of -36 degrees Fahrenheit. Harshkumar Ramanlal Patel, 29, received a 10-year prison sentence, and Steve Shand, 50, received more than six and a half years. Prosecutors noted that as the family wandered through the blizzard, Shand texted Patel "we not losing any money" and, when arrested by Border Patrol, denied that others were still out in the snow.

Three individuals previously deported from the United States have been charged with illegally reentering the country after committing serious crimes. Luis Gerardo Gomez-Esteban, 35, was deported in 2019 following a child molestation conviction in Washington state and now also faces charges for failing to register as a sex offender upon return; Jose Alfredo Ojeda-Garcia, 33, had been removed three separate times after multiple sexual conduct convictions in Minnesota. Sotero Ortiz-Sanchez, 37, was originally deported in 2009 following an attempted burglary conviction in Nebraska and is charged with illegal reentry.
