Guatemalan National Unlawfully Residing in Oregon Faces Federal Charges for Traveling to Washington to Sexually Abuse a Minor

Leonias Juber Ramos-Garcia, 25, a Guatemalan national unlawfully residing in Culver, Oregon, has been charged with coercion and enticement of a minor and traveling with intent to engage in illicit sexual conduct. According to court documents, Ramos-Garcia met the minor in Jefferson County and in March 2025 persuaded the victim to engage in unlawful sexual conduct at a hotel in Central Oregon. In April 2025, he allegedly traveled to Washington state and took the victim to a second hotel where he again sexually abused the minor.

Honduran National Unlawfully Residing in Oregon Faces Federal Charges for Role in Portland Overdose Death

Hugo Gomez-Soto, 50, a Honduran national unlawfully residing in Portland, was charged with distributing fentanyl linked to the fatal overdose of a Portland man in January 2024. A federal grand jury indicted Gomez-Soto on June 18, 2025, on charges including possession of fentanyl with intent to distribute resulting in death. He was ordered held in custody pending a jury trial scheduled for September 2025.

On August 19, ICE's Enforcement and Removal Operations officers conducted a targeted enforcement operation in Bellefonte, Pennsylvania that resulted in 24 arrests for immigration law violations. Among those apprehended were Oscar Alexis Martinez-Lopez, identified as a suspected MS-13 gang member previously arrested in El Salvador for homicide, and Delfin Amaya-Peres, whose criminal record includes convictions for assault and disorderly conduct.

U.S. Immigration and Customs Enforcement arrested Yobani Bonilla-Bonilla, a 29-year-old Honduran citizen, in Easton, Pennsylvania on June 14. Bonilla is wanted in Honduras for homicide under an alias. He had been previously removed from the U.S. in 2015 but unlawfully reentered the country at an undetermined time.

U.S. Immigration and Customs Enforcement's Homeland Security Investigations Scranton and Enforcement and Removal Operations Philadelphia, along with the FBI Scranton, IRS-Criminal Investigations Scranton, the U.S. Marshals Service Scranton and other law enforcement partners executed a worksite enforcement operation at Wyoming Valley Pallets Inc. in Exeter on June 5. The operation resulted in four administrative arrests of individuals illegally working in the United States.

U.S. Immigration and Customs Enforcement's Philadelphia office removed Giyosiddin Ergashev, an Uzbekistan citizen wanted by local law enforcement for fraud, on May 29. Ergashev was initially arrested by U.S. Border Patrol near San Luis, Arizona in February 2023 for entering the country without inspection. An immigration judge ordered his removal to Uzbekistan on February 18, 2025.

Shi had been convicted for using an aircraft to unlawfully photograph designated military installations. ICE's Office of the Principal Legal Advisor had designated him as a national security risk based on this conviction.

U.S. Immigration and Customs Enforcement Philadelphia removed Elvis Isaac Aguirre Yanez, an Ecuadorian citizen with a final removal order, to Ecuador on May 6. Aguirre, classified as a foreign fugitive, was transferred to Ecuadorian authorities to face rape charges. The acting Field Office Director stated: "We will not allow sexual predators to escape justice by fleeing their home countries and seeking refuge in the United States."
