DHS said ICE issued a detainer asking Dallas authorities not to release Orvin Bayardo Fuentes Borjas after his arrest in Irving, Texas, on child pornography charges. The statement says local police charged him after a tip led to allegations that he possessed 50 images of child sexual abuse material.
