United States Secures Extradition of More Than a Dozen Fugitives from 10 Countries

In March 2025, the U.S. Department of Justice coordinated the extradition of more than a dozen fugitives from 10 countries — including Colombia, the Dominican Republic, France, Guatemala, Honduras, Israel, the Kyrgyz Republic, Mexico, Spain, and the United Kingdom — on charges ranging from murder and drug trafficking to child sexual abuse, ransomware development, and alien smuggling. Among those extradited was Moises Humberto Rivera Luna, an alleged international leader of MS-13, and Rostislav Panev, a dual Russian-Israeli national charged as a developer for the LockBit ransomware group responsible for attacks on more than 2,500 victims across 120 countries. The DOJ’s Office of International Affairs coordinated the extraditions with international law enforcement partners.
