A Milwaukee federal grand jury indicted two foreign nationals — Cui Guanghai, a Chinese national, and John Miller, a British national — for an alleged plot to silence a U.S.-based dissident critical of the Chinese government and to smuggle U.S. military technology to China. The indictment charges the defendants with acting as illegal agents of China and conspiring to violate U.S. export control laws.
