ICE New York City removes 2 illegally present felons convicted of kidnapping and homicide

ICE removed two Jamaican nationals in February 2025 who had been convicted of serious felonies in New York. Nascimento Blair, 44, was convicted of first-degree kidnapping in 2005 and sentenced to 15 years; Nevel Larey Heslop, 67, was convicted of homicide in 1991 and received a 30-year sentence. Both individuals had prior removal orders and remained in ICE custody until their deportation.
