ICE arrested Raul Enrique Pargas Rodriquez, a 31-year-old Venezuelan national, for an alleged violent attack in which he allegedly beat, demeaned, and tortured a young woman using a handgun in a Russian roulette-style assault in 2021 before fleeing to the United States. He was located in Plano, Texas, and remains in ICE custody pending immigration proceedings.
