ICE’s Homeland Security Investigations, in partnership with U.S. and Mexican authorities, successfully rescued a three-year-old child abducted from Alabama and apprehended Haley Harris, who unlawfully kidnapped the child and fled across international borders to Mexico in a blatant attempt to evade justice.
